China and the EU to Hold Talks in Brussels on Rare Earth Export Controls and Economic Cooperation

October 24, 2025, Chinese and European Union officials are set to meet in Brussels next week to hold discussions on rare earth export controls and related trade issues, as part of ongoing efforts to ease tensions and enhance economic cooperation between the two sides. 

The meeting, organized under the framework of the “Export Control Dialogue,” will be hosted by the EU and aims to strengthen communication and coordination to promote the sound and stable development of China-EU economic and trade relations. 

According to sources, EU Executive Vice-President and Trade Commissioner Maros Sefcovic and Chinese Minister of Commerce Wang Wentao reached an agreement on the meeting arrangement during a video call on October 21. The two sides exchanged views on topics including rare earth exports, tariffs on Chinese electric vehicles, and the recent developments concerning Nexperia. 

Rare earth elements—key materials used in electric vehicles, aerospace engines, precision electronics, and defense technologies—are essential for high-end manufacturing. China plays a leading role globally in rare earth processing and magnet production, contributing significantly to the stability of global industrial and supply chains.  

At a time of both opportunities and challenges in green transition and industrial cooperation, China expressed its readiness to maintain open dialogue with the EU on the basis of equality and mutual benefit, work toward properly addressing relevant issues, and jointly safeguard the security and stability of global supply and industrial chains.
