China and the Netherlands Reach Six-Point Consensus Following Foreign Ministers’ Talks

On May 22, 2025, Wang Yi, Member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs of China, held talks in Beijing with Dutch Foreign Minister Caspar Veldkamp. Following a comprehensive and in-depth exchange of views, the two sides reached a six-point consensus:

  1. Strengthening Practical Cooperation
Both sides agreed to maintain close exchanges and deepen practical cooperation in areas such as trade, science and technology, agriculture, and water management. They also agreed to expand people-to-people exchanges and to promote the sound development of the open and pragmatic comprehensive partnership between China and the Netherlands.
  2. Trade Dialogue and Semiconductor Cooperation
The two sides discussed bilateral trade concerns and agreed to maintain close communication through existing channels on cooperation in various sectors, including semiconductor technology.
  3. Support for Multilateralism and the United Nations
Both parties reaffirmed their support for multilateralism, respect for the international system with the United Nations at its core, and adherence to the purposes and principles of the UN Charter as the fundamental norms of international relations. They pledged to uphold these principles during the UN reform process and promote the UN’s effective performance of its duties. Both sides are committed to maintaining the UN Charter, international law, and the UN’s three pillars: peace and security, development, and human rights.
  4. Commitment to Free Trade and the WTO
The two countries committed to upholding free trade and the multilateral trade system centered on the World Trade Organization (WTO). They emphasized the importance of rules-based open trade, a globally fair competitive environment, and the contribution of trade to economic growth.
  5. Partnership on Climate Action
As partners in climate cooperation, both sides are committed to taking climate action and utilizing energy resources sustainably, based on the best available scientific evidence and in consideration of national circumstances, to minimize negative impacts on people and the environment. On the 10th anniversary of the Paris Agreement, both sides pledged continued close cooperation to ensure full, comprehensive, sincere, and effective implementation of the UN Framework Convention on Climate Change and its Paris Agreement. They aim to promote positive outcomes at the 30th Conference of the Parties (COP30) and to strengthen exchanges and cooperation on climate adaptation and green transition.
  6. Promoting Gender Equality
Achieving equal rights for all, especially women and girls, requires significant global action. Both sides reaffirmed their commitment to jointly advancing this goal. They noted the importance of the upcoming international conference to be held in Beijing later this year and agreed to further discussions on relevant cooperation at that time.
